Deposits and accounts in Moscow Capital Bank to be transferred to NOMOS-Bank
According to a statement from the Deposit Insurance Agency (DIA), deposits in Moscow Capital Bank, which was affected by the crisis, will be transferred to NOMOS-BANK. The decision was taken based on the outcome of the tender, in which participated three credit institutions. Peresvet Bank, which Moscow Capital earlier referred to as the top contender, did not partake in the tender.
A Moscow Capital press release dated 11 December informed that the two banks had entered into strategic partnership. However, representatives of Peresvet Group (which owns the bank holding the same name) said that they did not have plans to buy Moscow Capital.
A source close to regulators also confirmed that Peresvet Group had no interest in Moscow Capital.
According to Andrey Melnikov, DIA Deputy General Director, the choice was made in favour of NOMOS-BANK because it offered the best terms, including the minimal size of loan to be obtained from DIA. The transfer of the bank will be carried out following the same scheme as was used for the transfer of assets of Elektronika Bank to the National Reserve Bank. as a compensation for assumed liabilities before retail customers, NOMOS-BANK will receive a part of Moscow Capital banks property in the form of real estate and rights under credit agreements for an equal amount. The price of the transferred real estate has been evaluated by an independent appraiser. The credit portfolio is transferred based on its balance sheet value, specifies a DIA formal statement.
The volume of the transferred funds is 13 milliard Roubles. A portion of Moscow Capital retail deposits was not transferred to NOMOS-BANK since their origination has raised suspicions of the regulators. Most probably, they resulted from fictitious transfers of funds from corporate accounts to retail accounts with the aim of obtaining insurance coverage post factum. As Andrey Melnikov explained to Gazeta correspondent, the exact amount of such funds would be known on Monday. The amount of such funds is tentatively estimated at 300 400 million Roubles.
